Your domestic flight fleeing your current school in China where you already have an FEC and residence permit indicates you obviously would not require a Z visa if another school in China is foolish enough to hire you. Your release papers and copies of your existing FEC and residence permit, already in the national system, are used to reissue the new province's documents for your school and employment.

Shanxi must 'wine and dine' because of it's corrosive air quality and 2nd/3rd tier urban environs. Add to that their recent history of visa fraud (yes, Shaanxi too) and I'm sure every university in the province is starving for FTs that will qualify under the new regulations and their province-specific heightened scrutiny.

Your treatment there, given the dubious nature of your doctoral qualifications and obvious lack of common sense are proof positive of Shanxi's desperation.
