If it comes to hardware, you may be able to purchase PCs or notebooks of reasonable quality in any major Chinese city.

When it comes to software, it is another thing: Computers sold in China would normally have all software in Chinese installed on them - including the Chinese version of Windows! If you happen to obtain a copy of a Western Windows version (English), you may be lucky but it's quite likely that it would be a pirated version then - in other words, an illegal copy. Far too many problems in the end - therefore, I would suggest you bring your own! Bringing your notebook along is no problem; I did the same!
