If you mean can a non-native speaker take a TEFL Certificate (TEFL = TESL = TESOL) then the answer is, "Yes." Non-native speakers can teach English, usually (but not always) in their own country.

That's correct. It does seem very low but the cost of living is also very low as well. In fact, a rate of 5 per hour is more than most locals will get!
