There are people at stores, banks, gas stations etc. You name it; there is somewhere there that you can speak with in English. You need to make the opportunity for conversation happen for yourself. Just go up to these people and ask them a question or even introduce yourself to them. Sometimes you need to step outside of your comfort level to improve. Otherwise you will stay at the same level of proficiency where you currently are. That just will not work because you have too much to communicate to stay there.

Apart from speaking, you need to do some reading in English everyday as well. Go to the library and take out some books that are at your current reading level. The great thing about the newspaper, besides all of the important need to know information, is the comic section because the material is easy to comprehend and you will learn idiomatic expressions. You will also have the added benefit of learning some jokes in English which is great for when you are speaking English.
