It's not like all native speakers can speak English perfectly as well. I watched an interview with Chris Tucker, you know the guy who plays Jacky Chan's sidekick in a movie I can't remember what it's called. He made comments on Jacky, saying "He choreographed martial arts so good." Is that good English? He's supposed to say ".... so well"
I read Jane Austen's Pride and Prejudice and I found that Jane (Elizabeth's sister) said "....our uncle is come.." What is that???? It should have been "...our uncle has come.."
So why native speakers? Well, colonialism and imperialism apparently are still here among us...Invisible they may seem but they exist. And in China, Korea, Japan or other places where EFL/ESL is a lucrative business, there where imperialism rules. And remember, there's no equality in the world of imperialism!! But the strange thing is, it seems to be sort of 'friendly' imperialism.
