I'm not sure how much this will help, but it isn't true that only US and German citizens can apply for a Chinese passport in Hong Kong.
I know for certain that Canadians and some others can do this. You might want to call one of the agencies in HK (often the travel agencies arrange visas), and get up to date information. They may be able to help you.
Also, You might be able to speak to one of the Government offices about your problem and the person who caused it. Some people have posted notices that they have recived assistance, and also money that was owed to them. You have nothing to lose, so maybe give it a try.
