Well, China is much richer than any African nation, and so they should be the first to do something about it! And it is a shame if foreigners are expected to live in such an environment in China; the housing should be clean and neither garbage nor rats around!

I've lived here in China for more than a few years, to date. And the rats and rubbish situation has improved significantly in recent years. I'd say they have done much about it, particularly in the major cities. Maybe you didn't know that, so I felt obliged to put the record straight, both for your benefit, and, more importantly for uninformed readers.
