That they have a government agreement is quite unlikely, and it seems that they only make this offer only to attract paying students for their "short" ESL teaching courses. Be careful and do your research whether they also offer recognised certification upon successful completion of the program. If you are in doubt or cannot find any exact information on that, better leave this "offer" and look somewhere else - better than taking the risk of wasting your time and money on them!
Above all, the demand for more or less well-qualified ESL teachers in China and Vietnam is still so high so that you can find yourself a job for sure without having to depend them on their job placement. You never know where you finally will end up - it may a reasonable school or a crap place, and that is why you have to consider each job offer individually and do your research on that place making the offer.
Be cautious and do not run into any trap SEEK or their likes might have prepared for you!
