This maybe a scam, however in the section where it states privacy policy and terms of use it does state about the service charge:

Every qualified Teacher/Applicant has the option to use our Placement Assistance for Teachers. This means we help the Teacher in the search for a teaching position in any supported country. The Teacher Placement assistance involves a one-time and non-refundable service charge. This includes all administrative expenses as well.
