Yes I got the same email. I keyed in their domain name and there was only a sign that said under construction (in French or Spanish). I know that you might need some of this information if for example you were employing workers in person within the EU. But I don't think it is all necessary if you are setting up a tutoring website (I did work through a website before and they didn't ask for all this information). And this certainly can be used to commit fraud. I don't think I will be taking it any further as to be honest I don't feel they have a right all that information about me. I was also contacted a while ago by a Russian company who wanted the same sort of information and I couldn't finda site for them either. Sorry I don't know if this has helped you or not but I wish well with your tutoring and be safe.
