He had lumped 'mostly blacks' with 'a few white GWs', connecting them with 'and'. The 'a few white GWs' part is derogatory, GW having the meaning of 'grovelling weasel'.

According to the rules of grammar, 'mostly blacks' must also have a derogatory meaning in that sentence. X and Y means both are good, or both are bad. In contrast, P but Q means P is good, Q is bad; or P is bad, Q is good. Just to add that 'whereas' used as a conjunction means two things are merely different, with no emphasis on either being good or bad.

I think he should have said 'mostly Africans' because they are not native speakers of English, and are therefore inferior English speakers in general, unlike African Americans.
