The point is, it's an artificial filling of quotas by just sticking a white face and a native speaking english voice in a place that farms out to various schools, or is just a glorified TC. An FT with a degree would just not subject him/herself to those dodgy chinese business practice places, and would vote with their feet. For the degreeless and the desperate, then yes, those dodgy outfits are their bread and butter....still doesn't make what the lying foreigner does, or the unethical chinese businessman is doing right by any measure.
