I can only say well in China things are never set in stone. We do our best to follow the rules, we do not make them.

Very true, and I have now got past the point of frustration and throwing my hands up in the air. Now, I give up, ironically the work visa process is much more streamlined in Hong Kong, so I am going down that route.
