I think the single biggest issue is the management. Cultural and education style differences are both expected and simpler to deal with, especially on a personal level or in the classroom itself.

However the poor decision making at the top and in middle management is what is really ruining the university. The effects are strongly felt in teacher morale and education standards. Education is obviously a broad term encompassing syllabus design, understanding L2 language learning and teaching, understanding what valid and reliable language assessment entails, and so forth.

Quite simply they just need a Director of Studies that knows what they're doing and will work for the improvement of teaching and learning standards and conditions.

It is telling that under a previous DoS there were weekly meetings with all staff involved, all teachers received birthday cards signed by all other teachers, high standards of dress codes and, more importantly, education, were maintained...and that under current management all of that has disappeared.

It is a sad fact that around the world education institutions are falling under neoliberal business models of austerity in educational facilities but not in administration facilities but that is not the problem here. The tools are mostly there...they're just extremely badly managed.
