I think we can extend it to Shanxi and Inner Mongolia, in particular, where local police kickbacks from agents kept the PSB marginalised in the case of Shanxi, and where the provincial education bureau for Inner Mongolia approved inappropriate criminal background checks, and night school vocational courses as proper degrees in the past, respectively.

I expect that the crackdown is China-wide, and that non-native speakers have no long-term future in China as foreign experts!
