Your release papers and copies of your existing FEC and residence permit, already in the national system, are used to reissue the new province's documents for your school and employment.
You are a twister and warper; I never indicated I was fleeing a school; in fact I said quite clearly in the post you responded to that I needed to return and finish my contract. Having said that there could be some streetwise dodgy stuff that you are better versed in in China; including border-runs, and cheap seedy hotels in HK.

Shanxi must 'wine and dine' because of it's corrosive air quality and 2nd/3rd tier urban environs. Add to that their recent history of visa fraud (yes, Shaanxi too) and I'm sure every university in the province is starving for FTs that will qualify under the new regulations and their province-specific heightened scrutiny.
Your treatment there, given the dubious nature of your doctoral qualifications and obvious lack of common sense are proof positive of Shanxi's desperation.

I joined a company in Chengdu and all was great until it came to applying for a work visa that is. I had to pay for all the costs of the work visa, I went to Hong Kong and got approved for a Z visa only to come to China to report back to the agency for them to process the application for residence/work permit and then cancel it midway. I entered China on 13th May now I don't know what to do as time is ticking, I had 30 days to apply for a residence permit but it looks like time is not on my side.Does anyone have any advice? I don't want to leave China again, is it possible to change to a different agency without having to go to HK again? Can I change my visa to L visa or extend for 30 days?
Try other Chengdu agents. Could be that one of them can come to the rescue in one way or another.
Another possible workaround: advertise for a job in the resumes section of the board posting your pertinent details. Anyways, time is of the essence, and it could be that you can be dug out of a hole by doing so.

Once again: in 2016 if you leave your homeland to teach in China without a job offer and a Z visa in hand, you best be prepared emotionally and financially to be unemployed, deported, or worse.
We all seem to get treated differently in China, don't we?? And I did understand that in order to get a working residence permit you'd have to re-enter the country with a Z visa. However, I took a domestic flight to Shanxi a couple of days ago and have been wined and dined by a university hopeful to recruit me. I should say that they bought my ticket and are paying for my hotel. I brought up my unwillingness to 'go fetch a z visa' and they said that all that rigmarole wouldn't apply to me and that they would see to my, residence permit, expert's certificate, and would pay for my medical. Could it be that Shanxi have their own rules?
I am quite impressed so far with Shanxi, the air seems to put a spring in your stride and the weather hasn't been enervating at all, even had some rain, unlike where I currently work in China. The icing on the cake, Silverboy, Turnoi and other like-minded FT,' is that the pink rooms seem helpful and value for money. I have another couple of days left in this province; if only to return to my present school, finish my contract and then come back here.

It may seem like a secret so well kept that they the Hong Kongers don't know about yet; the trickle of bums with rucksacks and sod all cash to spend won't impact the Hong Kong GDP very much I think. You suggest it may be the straw that breaks the camels back as far as HK and mainland relationships. Don't see how, Hong Kong won't miss the bums and China doesn't have to accept the resulting visas when and after they return and claim RP.

Changing from Z to L visa won't probably be an issue but from L back to Z will more likely be. If I were you, I'd find a steady employer who could sponsor your legal work permit.

You need to find out fast from the agency why the application on your behalf was cancelled midway. You can then make an informed decision how to proceed based on what you've been told and advice posted by posters who respond to your follow-up post. I think that agency owes you a full explanation.
