Ok,, I don't know how often you travel or to how many places in the world you have been, but first of all, you can't compare DC and Santiago. Two different extremes and I speak from personal knowledge. I have lived in DC for about 15 years of my life if you had one bad experience or even a week, you can't base your entire opinion on that experience because that isn't what defines the city. Also, I currently live in Chile and travel to Santiago frequently. Spending a week there doesn't make you an expert on any subject in the city, so you can't recommend where to go and where not to go. If you allow bad experiences to curb your enthusiasm of certain places, you might as well not travel at all.

And PS, Georgetown is not a separate town. It is a part of DC.
