Careless "Caring" has nothing substantial to say. His English is crap and largely incomprehensible for the reasons you have pointed out. I doubt he is even Chinese. Just a non-native speaker from somewhere in the world who has nowhere to go except China in working for a crappy training center.
Funny that he seems to confuse people on this board.

Welcome back Doctor. How many user names do you have running these days? The "Pre-Congress police actions" may as well mean the end to anonymity on the internet forums.

"Caring" is an excellent example of a Chinese academic English writer.

Can you imagine the nation with such a prison for so many educational institutions' people in
charge? Don't you think for a minute about those little private centers/schools but
about large establishments where much larger amounts of money turn over and a lot bigger
lies are sold to millions of misled people. Anyhow, I am not bashing any country here
but suggesting the extent of the "scam" that so many schools practice. In
China, you may see many private centers or large public schools obtaining permissions or
hiring foreign teachers under false pretenses; in the US you notice much of the higher
education is business with laundry machines where money is washed. So, this may not have
to do as much with the "Congress" but with the large sharks that need to rule
the field of education in PRC and that must be profitable in the US where they sell
values to the world.

Five sentences are woven together in one paragraph where there should be at least eight sentences in at least two paragraphs.
The first sentence exhibits characteristic 'article incompetence': "the nation" "a prison".
The second sentence gives us a distorted set phrase: "Don't you think for a minute" and a bungled comparative: "a lot bigger lies".
The third sentence gives us a throwaway conjunction: "Anyhow"
The fourth sentence gives us an inadvertently hilarious expanded metaphor: "laundry machines where money is washed".
The fifth sentence is a classic Chinese summary sentence which is packed with dependent clauses that act to obfuscate the meaning. Read it again and see if you have any idea what he means.

I have no doubt that Caring teaches Chinese students how to write English. Every University Chinese professor of English that I have met writes exactly the same way.

Several private English language schools were raided in Hainan Province this week. Police posed as students and attended classes. Even foreign teachers who held valid work visas from provincial universities and who were 'free lancing' were detained and their universities notified.
The party congress is in mid-October; it's not business as usual. Be careful out there.
