Last year I did exactly what you are planning to do next semester with your classes, that is, I divided some of my classes into groups with members of variable ability. The results were mixed, so I think it was worth it. Anything that will move students ahead brings them closer to the possible 'breakthroughs' that change slackers/cheaters into 'doers'.

I think you should also try to set up at least a rudimentary language lab. That may help motivate some of the stubborn students.
