Illiterate but speaks a little

I'm an English language trainer for a corporation in Saudi Arabia. There is a Sri Lanki cleaner who can a few words of English but is absolutely illiterate. Can anyone advise me on beginning to get her up to a beginner level? I've thought of using an English phonics book for children, but feel that something not too childish would be more appealing.

She can read the Qur'an, so she isn't totally illiterate in every language.

Part of the challenge is that she works for a subcontractor, so I can't use program funds to get materials for her. I've checked out the bookstores, and haven't been able to find true beginneer materials.

Can anyone give me advice, offer me materials, or direct me to online help with this?
