Congratulations on wanting the students to develop an ESL Newspaper.

Here is my suggestion:

Determine what the interests are for your ESL Students regarding the different roles in the Newspaper Publishing process (news writer, editor, sports writer, etc. ) and then have each one go out on the campus and find their own story.

I recommend that you be the managing editor with final say on content.

You can use a program such as Microsoft Publisher to create you class newspaper.
