Established in 1958，it is located in Huaihua City, Hunan Province.

It is a state-owned provincial institute of higher education approved by the Chinese Ministry of Education with an area coverage of about Chinese 1,010 acres (around 70 hectare) in two campuses.

Currently the University has 14,450 full-time undergraduates and 5,700adult-education students studying on campus.

Of its 950 full-time teachers and staff members, there are 69 professors, 206 associate professors and 6 foreign teachers.

Huaihua City is a mountain area in the southwest part of Hunan. It has a population of 5,000,000, including 40% of the 46 ethnical groups, such as Dong, Miao, Tujia, and Yao etc. It is not far away from the world famous scenery spot --Zhangjiajie (a national forest park) and the beautiful ancient town --Fenghuang. As the primitive experimental base, HuaihuaCity is proud to witness the growth trajectory of the scientist -Yuan Longping“Father of the World Hybrid Rice” and the prevailing international fame of the hybrid rice.
