Does BA or BSc make a difference?

I have been informed that some provinces (Hebei for example) prefer a BA degree over a BSc degree. I have also heard that people have been refused invitation letters (for Z visa) on these grounds.
With this in mind, should I even bother applying for jobs in Hebei if I hold a BSc degree?
