There are so many loopholes in the rules regarding teaching in China that one could almost describe them as porous. In addition, the rules are often interpreted one way by one province and a different way by another province.

It should also be added that private training schools more often than not find ways to skirt the rules all together, or, in some cases, simply know the right people to pay off.

You've got to be here for awhile to learn the ropes, and even then you may find that what you believed one day may turn out to be the total opposite the next.
