I think that maybe what you interpret as "whining" might be absolute amazement at a system which is ineffective and does not work. If you look at the rankings on tests like the TOEFLiBT Speaking test, you will find that the Chinese student ranks very low on the scale as compared to other countries. Certainly there are students from other countries who rank low as well, this is also do to ineffective teaching methods. I do not think this is about cultural bigotry, it is simply a dialogue about which methods work best. There are proven methods for teaching fluent conversational English. The methods which are currently used in China's schools simply do not work.
