I am not an expert but so far as I am aware, you might have difficulty getting a Visa debit card whilst you are a resident in China. LIke you, I am a foreign resident in China and I have a savings account with The Bank of China. I have a debit card from the Bank of China that is valid for use only within China but will work anywhere in China in shops that accept debit cards and all ATMs that will accept Bank of China cards.

I have used my debit card frequently in different areas of China for both ATM cash and shop purchases and never had a problem.

I suggest you go to your nearest major Bank of China branch and talk to them. Once you open an account with a reasonable credit balance they will probably give you a debit card on the spot. That's how I got mine and I never leave home without it
